We must respond to Jean Bixby’s October 26th letter to set the record straight for the voters. Ms. Bixby gave a completely inaccurate and uniformed opinion of the Board of Equalization’s operations and Wendy Soto’s experience as Executive Secretary. The Board is Wyoming’s tax court. Two kinds of cases are filed. The most common are taxpayer appeals from written Department of Revenue decisions. These cases are heard in the same manner as district court trials. Sometimes they are short simple proceedings but more often they are highly complex multi-day or week hearings with millions of dollars at stake. Three board members, functioning as administrative law judges, and a hearing officer preside. Parties and their attorneys present the cases, sworn witnesses testify, exhibits are received, and a hearing record is made by a court reporter or digital recording. The other types of cases are appeals from county tax decisions and are reviewed on the documentary record and the parties’ oral and written arguments.

Wendy Soto has never “skirted” any opportunity to explain her experience. This is what she does: (1) initial jurisdiction check of all filed cases; (2) reviews all filed documents; (3) manages accurate recording and retention of all records; (4) verifies case files are complete prior to hearings so the Board has all the necessary information to render decisions; and (5) manages communications with Board customers, parties, attorneys, state agencies, county officials, and the public. She is the final editor of all the Board’s written decisions. The records she manages are the same kind of documents as the district court clerk manages. She prepares the Board’s monthly case status reports using the electronic case management system she designed and implemented. The system can produce reports by case type, file date, parties, decision date and other criteria as is required. She has been part of the management team for ten years and has extensive experience managing budgets, personnel and technology upgrades.

Wendy Soto’s agenda is to bring her extensive experience and fresh leadership to the district court clerk’s office to best serve the people of Laramie County.

I am supporting Wendy Soto for Clerk of District Court.  I am proud to be one of the many volunteers who worked tirelessly during the primary election to position Ms. Soto as a leader who will guide the Clerk’s office into a new and dynamic direction. As many of you know, the Clerk has many duties which include the processing of cases and court ordered payments, as well as the administration of appeals from the District Court of Laramie County to the Wyoming Supreme Court, and finally, coordinating and monitoring all jury trials in the First Judicial District.

I, along with countless other Laramie County voters, understand the responsibilities of the District Court Clerk require a leader who can effectively address the daily challenges of the office with professionalism and a profound understanding of customer needs. With over 20 years of experience in the legal profession, Wendy Soto will blend her outstanding leadership qualities as well as her personal sincerity for respect and honesty, to lay the foundation for a modern, streamlined, more customer friendly Clerk of the District Court office.

More importantly, Wendy Soto has the experience and education to guide the Clerk’s Office as it prepares to become a statewide model for the implementation of an electronic case management system. As a pilot site for this emerging technology, it will be imperative that the leadership responsible for managing this new and innovative system has the qualifications and readiness to effectively oversee its introduction to Laramie County.

I encourage voters of Laramie County to become familiar with the Clerk’s office in an effort to understand the qualifications needed to successfully fulfill the position of Clerk of District Court.  Once you do I’m confident you will join me on November 2, 2010, in my quest to usher in a new spirit of professionalism and customer service by voting Wendy Soto, for Clerk of District Court.

I’m supporting Wendy Soto for Laramie County Clerk of District Court.

I’ve listened closely, and I respect her position on access to courts. She supports your right to view public records. She respects your right to have that work done efficiently through technology. She’s has experience bringing an electronic case management system online – something the district court will face in the next year.

A vote for Soto is a vote for efficient access to court records.

I am writing to support democrat Wendy Soto for Laramie County Clerk of District Court. I have known Wendy over 20 years since her days as a single parent attending LCCC.  She was a driven, passionate woman who wanted to make a difference in her chosen fields of public service and law.  Her values and goals have not changed, only deepened.

Wendy has continued pursuit of education and is currently working on a master’s degree in Public Administration.  Her work in the private sector as a paralegal working with the District Court, instructor in the LCCC legal assistant program, as well as her 10 years employment with the state of Wyoming as Court Administrator and supervisor, along with many hours spent giving volunteer time on community boards and service projects, has prepared her for this new challenge.

As Clerk of District Court, Wendy’s integrity, compassion for people and expertise will help her to hit the ground running to quickly put a new electronic filing system in place and to give the public competent and courteous service.  Her genuineness and fervent spirit will give the Clerk of Court office new energy and attention to the ever growing demands of that office.  Wendy Soto is a true public servant.  Vote for experience, energy, and education!  VOTE SOTO!

    There are only 10 short days left to get the word out about Wendy. Wear your t-shit or button and go to Trail Days. The kids and grandma will love the small town activities in Pine Bluffs.

    Want to wish you good fortune in the upcoming election,
    and your having Mary’s endorsement is great for you. You
    make a nice appearance and hopefully Ms. Landers is quaking in her boots.
    If i feel ok on Sunday I’ll try to drop by for a few minutes. I don’t get out as much as I’d like due to my ancient body.
